The most critical decisions for product quality are made before production begins – at the planning stage, when the costs of fixing are still negligible.
When a failure is discovered in a product or project, many immediately search for the cause in production, testing, or execution. However, in many cases, the source of the problem is actually found much earlier – in the planning stage.
In modern quality management, there is a clear understanding: quality is not created by chance. It is the result of proper planning, informed decision-making, and clear requirement definitions right from the start.
Quality planning is a process in which the organization defines how it will meet customer quality requirements, standards, and regulations. At this stage, the following are determined:

In a project to develop an electronic system for the defense industry, the development team began production before acceptance criteria for all components were defined. The result was a series of repeated tests, design changes, and significant delays in project delivery.
After the organization implemented a structured quality planning process, which included requirement definitions, design reviews, and a testing plan early on, the number of late changes significantly decreased, and development time shortened.
Quality does not begin on the production line and does not end with product inspection. It starts the moment the first decisions are made regarding how to execute the project.
